Current Alerts

The following advisories are in effect for the Town of Derry as of the date and time of this document. Residents are urged to review and comply.

  • CURFEW: All minors under 18 must be indoors by 7:00 PM. See “Curfew Information” below.
  • MISSING PERSONS: Seven (7) active cases. See missing.html for full registry.
  • FLOOD WATCH: Penobscot County. Effective through 10/20/1994. National Weather Service, Caribou.
  • ADVISORY: Residents are advised to avoid walking alone after dark in the Canal District, the Witcham Street corridor, and areas adjacent to The Barrens.
  • STANDPIPE: The Derry Standpipe is closed to all visitors pending structural review.
  • HALLOWEEN 1994: Trick-or-treating is CANCELLED within the Town of Derry, by order of the Office of the Chief.

Curfew Information

Per Derry Town Ordinance 94-07, as amended 10/10/1994, a juvenile curfew is in effect within the incorporated boundaries of the Town of Derry. The ordinance has been progressively tightened in response to ongoing investigations.

   VIOLATION FINE: Up to $200 + mandatory
   parental counseling per 94-07(c).

Exceptions: minors traveling to or from school activities, employment, or under direct adult supervision (parent/guardian over the age of 21). No other exceptions apply.


Safety Tips for Parents

The following recommendations are issued by the Derry Police Department, Youth Division:

  1. Lock all exterior doors and ground-floor windows at all times. Verify locks before retiring.
  2. Know the names and addresses of your children's friends and their parents.
  3. Establish a clear check-in schedule. Children should report in by telephone every two hours when outside the home.
  4. Children walking to and from school must use the buddy system. Solo walking is discouraged.
  5. Children should not enter The Barrens, the Canal District underground, or any drainage culvert — for any reason.
  6. Children should not approach the property at 29 Neibolt Street. This property is condemned and unsafe.
  7. If your child reports seeing a stranger, particularly one in unusual clothing or costume, contact police immediately. Do NOT dismiss your child's account.
  8. Do not leave children unattended on the porch, in the yard, or in front of the residence, even briefly.
  9. Children should NEVER approach storm drains, sewer grates, or drainage culverts, even to retrieve lost items. Toys lost down a storm drain are gone. They cannot be safely recovered.
  10. Discuss “stranger danger” with children of all ages. Repeat these conversations regularly.
  11. If your child mentions “the clown,” “the floating,” or “a man in the drain,” contact Officer Wells, Youth Division, ext. 247, the same day. Do not wait.
  12. Photograph your child once per month. Keep an up-to-date photo on file with the Department on request.

Neighborhood Watch

Derry maintains six (6) active Neighborhood Watch zones. To join or to report suspicious activity, contact the Watch Coordinator at extension 232.

   ZONE 1: West Broadway / Up-Mile Hill
   ZONE 2: Kansas Street / Costello Avenue
   ZONE 3: Witcham Street / Jackson Street
   ZONE 4: Canal District (RESTRICTED - patrol only)
   ZONE 5: Neibolt Street / Pasture Road
   ZONE 6: Bassey Park perimeter

Zone 4 (Canal District) is currently patrolled by sworn officers only; civilian watch participation is suspended pending review. The Department is not accepting new applications for Zone 5 at this time.


Storm Drain Safety

Derry's storm drainage and flood control system is among the most extensive in New England for a city of this size. Substantial portions of the underground network predate modern construction standards and are not safe for entry under any circumstances.

Specific hazards include:

  • Methane and hydrogen sulfide accumulation in dead-end segments.
  • Structural collapse in pre-1900 brick segments.
  • Flash flooding without warning during rain events.
  • Documented incidents of disorientation and lost-time among trained DPW personnel.
  • Reports of unusual sounds, voices, or odors. These are attributed to acoustic resonance per DPW.

Damaged or missing storm grate covers should be reported immediately to DPW Emergency at (207) 555-0147.


Wildlife Advisories

The following advisories are issued in cooperation with Derry Animal Control:

  • Large animal sightings, The Barrens: Multiple residents report an unusually large dog or wolf-like animal in the western Barrens. Animal Control has been unable to capture or identify the animal. Keep pets indoors. Do not approach.
  • Bird activity, Standpipe perimeter: Crows and grackles have been observed congregating around the Derry Standpipe in unusual numbers. Reports of birds “flying into the walls” are under review.
  • Rat populations, Canal District: Significant increase. Residents reporting rats above ground in daylight should contact DPW.
  • Domestic pets: Eleven (11) reports of missing dogs and cats since July 1994. Remains have been recovered in four instances; all near storm grate access points.

Police Blotter — Recent Entries

The following is a summary of recent incident reports. Names of victims and minors are redacted per policy.

10/13 23:45 — Noise complaint, Canal Street. Officers responded to reports of "children laughing" coming from storm drains. Unfounded.
10/13 19:22 — Welfare check, Witcham Street. Resident reported "tall figure" standing across the street watching the residence. On arrival, no subject located. Patrol increased.
10/12 18:20 — Missing person report filed. CORCORAN, EDWARD, age 11. Last seen near Kansas St. See Case #94-0712. Investigation ongoing.
10/11 15:30 — Suspicious item: red balloon found tied to park bench, Bassey Park. No accompanying note or owner located. Item disposed.
10/10 09:15 — Vandalism. Graffiti found on Kissing Bridge (Bassey Park covered bridge): "PENNYWISE LIVES". Referred to DPW for removal. Note: same phrase reported in three prior locations this month.
10/08 22:00 — Disturbance, 29 Neibolt Street (vacant condemned property). Officers found evidence of trespassers. Property secured. This address has been logged 17 times in 1994.
10/07 14:10 — Animal control. Resident reports seeing “a very large dog or animal” in The Barrens. Unconfirmed. Patrol dispatched, nothing found.
10/05 07:30 — Welfare check requested by Derry Elementary. Student claims to have seen “a clown in the sewer” near Witcham Street. Parents contacted. No evidence found. Student referred to school counselor.
10/02 16:40 — Domestic disturbance, Harris Avenue. Subject EDWARD DEEPNEAU (M, 46) removed from residence following physical altercation with spouse. Subject increasingly erratic and making threats; expressed repeated references to “the Crimson King” and stated that “the King is coming.” Psychiatric evaluation recommended. Released to wife pending follow-up.
09/28 11:15 — Suspicious vehicle report, multiple locations. Several residents independently report unfamiliar men in long yellow coats driving a dark maroon sedan slowly through residential neighborhoods. Vehicle bears no plates. Purpose unknown. Vehicle is not registered in the State of Maine. Subjects did not engage with residents. Last sighted northbound on Kansas St., 09/28 14:02.
09/20 08:30 — Transient male removed from vicinity of Kansas Street railroad overpass. Subject carrying a stack of colored cards and appeared disoriented. Subject was unable or unwilling to state his name. Refused medical attention. Relocated to Penobscot County shelter, Bangor. Subject not seen since.
09/15 14:00 — Vandalism. Symbol resembling a stylized red eye spray-painted on the Canal District retaining wall opposite Up-Mile Hill. The same symbol has been reported in three other locations this month: (1) west wall of Derry Standpipe outbuilding; (2) underpass at Pasture Road; (3) east buttress of the Main Street Bridge. Gang activity suspected. DPW notified for removal.
09/12 02:18 — Noise complaint, residential, Jackson Street. Caller reported "a calliope" playing somewhere on the block. Officers found no source. Caller advised.
